Notes: This is written originally in response to the Sam archive challenge, but during the course of writing, it has turned into something quite different, and Lisa has somehow became a different Lisa than the canonic one. This is a Lisa of my interpretation before "100,000 Airplane", not the one from canon. Also, the Sam here is definitely pre-Drop-In, probably around Galileo or before; he is still confident of his place in the administration and is not yet disillusioned.
